Finland

Finland is characterized by its very sparsely populated areas with long distances to municipality centres.  Most of the population is concentrated in a small
number of cities in the southern part of the country. Key challenges in a rural context include a declining rural economy, on-going rural to urban migration and ageing populations in rural areas.
